President Rivlin spoke with military commanders at the presentation of the IDF’s multi-year workplan, headed by Chief of Staff Lt.-Gen. Aviv Kochavi

President Rivlin:

“In this ‘transition’ period, much more than ever, you as the senior command of the IDF are truly anchoring the ongoing and regular existence of the State of Israel, of our safe and quiet lives here.”

“I demand of you, on behalf of all Israelis, to continue to steer the ship of security wisely. With responsibility and without fear. Without the intervention of those who are off-topic. Without concern about what they will say, what they will tweet, what they will write. I demand of you, on behalf of all Israelis, to go with the wisdom of battle and professional command you learned from your commanders, who took it from their commanders, and to make that your compass and conscience.”

“The IDF, the Israel Defense Forces, will continue to present the political leadership with the implications of every decision it is required to implement. To present implications and to implement. To assess risks against opportunities and to implement. To stand ready and prepared for all outcomes of political decision, to present the requirements for all preparations and always, always to win. The rest, leave to other people.”

President Reuven (Ruvi) Rivlin accepted the invitation of the IDF Chief of Staff and today, Monday 10 February / 15 Shevat, spoke at the conference at which the IDF’s multi-year workplan, Tnufa, was presented. The conference was chaired by Chief of Staff Lt.-Gen. Aviv Kochavi and attended by the IDF General Staff forum at the rank of Brig Gen and higher. During the conference, the challenges facing the IDF today were presented and analyzed, along with suggested solutions to resolve them. At the end, the Chief of Staff’s decisions on the multi-year plan were presented.

 

“Allow me to speak to you directly, at eye-level, heart to heart. I stand before you, the senior command of the Israel Defense Forces, as a representative of the state, the country,” said the president at the beginning of his remarks. “I stand before you and would like to say that I have no doubt that everything will be resolved quickly. I would like to say that we will surely get through the elections and immediately afterwards there will be stability. Stability that will allow you to act with a sense of certainty regarding the Israeli home front. I would like to say to you that the regional security instability that we have been going through for years, and which you are responsible for presenting, which you manage with determination since the establishment of the state, will go back to being the only instability we know. But this is not the situation, my dear ones, and I am not in the habit of lying.”

 

“I would like you to know, to know and remember that in this ‘transition’ period, more than ever, you as the senior command of the IDF are truly anchoring the ongoing and regular existence of the State of Israel, of our safe and quiet lives here. Your ability, and that of our other security agencies, to continue to steer this mighty ship called security in stormy waters at home and abroad, is not to be taken for granted,” added the president.

 

The president continued, “I ask of you, no I demand of you, on behalf of all Israelis, to continue to steer it wisely. With responsibility and without fear. Without the intervention of those who are off-topic. Without concern about what they will say. What they will tweet. What they will write. I demand of you, on behalf of all Israelis, to go with the wisdom of battle and professional command you learned from your commanders, who took it from their commanders, and to make that your compass and conscience. You, who serve the State of Israel over the years in all sectors, with your rank, must have the simple, known, familiar – but hard – task of protecting and defending Israeli security in your mind’s eye at all times. That and only that. At a time like this, the multi-year plan you are presenting here today is doubly important.”

 

The president stressed, “When acting heads are being appointed to the most critical positions in the State of Israel, when we are in an unending waiting period for a government to make decisions in every critical aspect of life for us to function, it is precisely at this point when a multi-year plan is a point of stability. We undertake that you will be able to put this plan into action. We will make sure that you receive all the tools necessary to protect us, and we will express our appreciation for the work and thought you invested in it.”

 

The president also said, “In this period of political tensions, which often spill over and threaten to break their banks, it is important that you remember the simple truth: the IDF, the Israel Defense Forces, will continue to present the political leadership with the implications of every decision it is required to implement. To present implications and to implement. To assess risks against opportunities and to implement. To stand ready and prepared for all outcomes of political decision, to present the requirements for all preparations and always, always to win. The rest, leave to other people.”

“Commanders of the IDF over the generations have symbolized professional perfection and the culture of analysis for us, along with uncompromising responsibility. Recently, you have also dealt with difficult situations which have been the subject of public criticism. I know you well, some of you personally. Certainly, our Chief of Staff. I trust you. The Israeli people trusts you. I am sure that those events will be a springboard for professional and ethical improvement,” he continued.

 

The president concluded his remarks with on a personal note, thanking the commanders and their families. “I would like you to tell them, today, that you met the president today and that he asked you to thank them. We repeat at every opportunity that we are with you. But that is not the truth. Or not the whole truth. We are not there when a pipe bursts and floods the house. When the road floods or when a son or daughter discovers a new talent. We are not there when grandparents take the children to or from an activity because a parent is busy with parent-teacher conferences. We are not there when your family is without you around the Shabbat table because the phone rang again. But my heart, honestly, my heart is with you and with them. And tell them, please, that I think about them a lot. Nothing can make up for that absence, I know. But you have my deepest thanks and genuine appreciation. Many thanks to them, and many thanks to you.”
